OVERVIEW
Since 1995, the number of people served by the Star Sewer and Water
District (SSWD) has increased from approximately 700 to the present
population of approximately 5,000 people. With Keller Associates
as their engineer, the SSWD over this period of time has constructed
a complete new community-wide water system, extensive sewage interceptor
and lift station system, and the first municipal membrane bioreactor
wastewater treatment facility in the State of Idaho.
CHALLENGE
Since 1995, the number of people served by the Star Sewer and Water
District (SSWD) has increased from approximately 700 to the present
population of approximately 5,000 people. With Keller Associates
as their engineer, the SSWD over this period of time has constructed
a complete new community-wide water system, extensive sewage interceptor
and lift station system, and the first municipal membrane bioreactor
wastewater treatment facility in the State of Idaho.
SOLUTION
The District, with Keller Associates assistance, developed a consent
agreement with DEQ to allow the development of residential home sites
and commercial facilities to proceed while the new bioreactor membrane
wastewater treatment facility was being designed and constructed
to operate in parallel with the District’s existing aerated
lagoon treatment facility. The combination of a $3.1 million revenue
bond plus developer payments of $2.4 million facilitated the design
and construction of the new wastewater treatment facilities. An additional
$1.5 million in developer payments also provided for the construction
of the Westside Regional Sewage Lift Station and deep 24-inch diameter
interceptor line facilities. |
