Butte County and Oneida County, Idaho

OVERVIEW
Countywide Transportation Plans were developed for Butte and Oneida Counties with a special emphasis on Asset Management.

 

CHALLENGE
These rural Idaho counties are responsible for many miles of local roadways. Although overall county growth is modest or relatively flat, there is an essential obligation to provide a good roadway network; all at a time where cost of materials and construction is increasing beyond budget growth. The goal was to establish a countywide roadway maintenance program to improve and maintain the roadway system at a desirable level of physical condition. This would provide information to the County Commissioners for decisions regarding the wisest use and best investment of the county budget for roadway improvements, rehabilitation, and repair to maximize the benefit of all users.

SOLUTION
Using the roadway condition database and TAMS software, Keller Associates used a process of iteration to determine the minimum amount of annual funding necessary to maintain the county roadway system. The effects of other funding streams corresponding to potential grant opportunities were also evaluated. At least four options were presented for each county. This allows County Commissioners and Road and Bridge Superintendents to optimize their roadway maintenance program (treatment types) within the context of multi-year analysis of pavement condition trends and needs. Capital improvement programs and potential funding scenarios were developed for each county. Finally, the TAMS software and databases were installed for each county and hands-on training was completed to allow the counties to utilize and update the information in the future.
