OVERVIEW
Both projects serve as I-84 Business Loops in the cities of Mountain Home and Glenns Ferry, Idaho. The McMurtry Road to 8th North Street project in Mountain Home was 1.6 miles long and the Bannock Avenue & First Avenue loop in Glenns Ferry was 1.5 miles long.

 

CHALLENGE
The existing pavement was in poor condition with cracking, rutting, and some potholing. The roadways had been maintained with different improvements over the years. The goal was to extend the service life and provide new improved roadways through both communities.

SOLUTION
Rather than proceeding with costly roadway reconstruction, rehabilitation methods were selected as the most economical alternative to extend service life. Both projects incorporated Cement Recycle Asphalt Base Stabilization (CRABS) rehabilitation with grade control during construction. The CRABS method reused the existing roadway section by pulverizing existing asphalt and base material, increased the strength by adding cement, and finished by placing a new plantmix surface. A portion of the Glenns Ferry project used a mill and overlay method. To meet ADA requirements, pedestrian ramp improvements were built as needed. The construction duration was dramatically reduced compared to reconstruction options and the end product resulted in a smooth, quality pavement section to serve both communities.
