Mr. Linja brings practical
public and private sector experience in over 20 years of engineering
practice. He serves as either Principal or Project Manage on key
transportation and infrastructure projects and serves as the company’s
Vice-President. He holds a B.S. in Civil Engineering from the University
of Idaho, and has a diverse and well-rounded background. Throughout
his career, Mr. Linja has served in many roles such as principal-in-charge,
project manager, design engineer, construction inspector, plan review
engineer, and environmental coordinator. He is organized and experienced
in leading multi-disciplinary teams on small and large projects.
Mr. Linja has extensive planning, management, and design experience
on projects including urban roadways, rural highways, interstates,
single and multi-span bridges, railroad crossings, intersection
and signal layouts, bicycle and pedestrian pathways, utility relocations,
storm water designs, erosion and sediment control plans, irrigation
systems, and pavement rehabilitation projects. Traffic and transportation
tasks include the development of traffic control plans, signing
and pavement marking plans, traffic impact studies, and citywide
and regional transportation plans.
Mr. Linja has guided several projects through complex environmental
processes including tasks associated with NEPA, wetland permitting,
floodplain studies, cultural and archaeological findings, and biological
assessments. With dedication to quality and timely service, he
is thorough and has an excellent understanding of the project development
process. He has been instrumental in public outreach and involvement
to help develop consensus. Other specialty projects and tasks include
downtown revitalization design, right-of-way plan development,
estimating, and development of quality contract documents. Mr.
Linja has been active in construction management including dispute
resolution, and has designed several municipal and general civil
projects for water systems, mains, reservoirs, pump stations, and
sanity sewer collection facilities.
