James P. Mullen, P.E.
Division Manager / Project Manager
Mr. Mullen is a civil and environmental engineer with experience in planning and the design of wastewater collection, treatment and disposal systems, water intake, treatment and distribution facilities, as well as water reuse treatment and distribution systems. He has been responsible for treatment process evaluation, facilities design, equipment selection, and on-site inspection, as well as business development and project management activities.

Mr. Mullen is currently working as the Area Manager for Keller Associates, Inc. In this role, he has been responsible for project development, project management, schedule coordination and overall successful completion of projects in this area.

Mr. Mullen has a thorough understanding and experience working with the public participation process. It is in this realm that his abilities have been proven. Mr. Mullen has learned that for successful public buyoff of a project, the public must come to understand and accept the following:

• There is a serious problem or need, one that needs to be addressed
• The government entity or business interest has the right and
  responsibility to be addressing this need
• The approach to studying and resolving the problem is reasonable and
  appropriate
• The decision-makers are listening to the public and care about their
  concerns

Mr. Mullen is currently working on various water, wastewater, transportation, and site-development related projects for clients such as Chubbuck, Blackfoot, Rexburg, BYU-Idaho, St. Anthony, Madison County, Rigby, McCammon, and American Falls. Mr. Mullen has worked as the design engineer or project manager for studies and projects ranging from $10,000 to over $10 million.
